VIA DELLA PALLOTTA (43° 5'41.87"N, 12°23'37.15"E)
The area of about 5000 sqm is located in the peri-urban area
of the municipality of Perugia, has been inserted near a road
with a high traffic rate and is an area inhabited by different
social classes. The pedological characteristics have allowed
a good adaptation of the species in this area.
VIA FERENTO (43° 4'45.23"N, 12°21'56.71"E)
The area is located in the flat part of Perugia, called Settevalli
in a first residential / commercial suburb, here the soil
conditions have compromised the adaptation of the species
that have had more problems with taking root.
PARCO CHICO MENDEZ (43° 6'7.66"N, 12°21'44.62"E)
The PMA area of the Chico Mendez Park, is located in an equipped
green park, near two schools, and accessible to a large slice
of the population, the area, an uncultivated meadow has been
converted and has taken on a much more Interesting. The tree
species have adapted well to the edaphic characteristics of
the soil.
URBAN GREEN AREAS
The territory of Perugia, mainly hilly, with the highest point
in the north at an altitude of 961 meters and the lowest point
in the south-east at an altitude of 170 meters, highlights
some landscape elements:
a) the urban center with the "historical medieval town";
b) 54 hamlets of various sizes with numerous smaller historical
centres;
c) the hilly agricultural fabric with the widespread urban
area;
d) the system of northern mountain massifs
e) the area of the Middle Tiber Valley with the riparian environment
HISTORY
Located on a hill at an altitude of 493 meters and founded
in the 6th century B.C. by the Etruscans, who endowed it with
an imposing wall still visible, Perugia first passed under
the Roman Empire, experiencing a period of great urban development,
then under Byzantine domination and finally under the Papacy.
It became a municipality in 1139, the city grew up taking
the typical "star" shape bounded by a second circle of walls.
After a further period under the Church, in 1860 it reunited
with the nascent Kingdom of Italy.
From the second half of the 20th century it resumed the role
of cultural and economic attraction, recording a constant
demographic increase and an urban expansion guided by a planning
which, with a view to a coherent sustainable development,
has assigned the "compact city" the functions tertiary, moving
the residential and productive ones to the nuclei of the “widespread
city”, conceived as centers of social aggregation and territorial
structures.
URBAN GREEN AREAS / GREEN INFRASTRUCTURE
The morphological complexity and widespread urbanization with
fragmented residential and productive areas and penetrated
by languages of agricultural areas, have given the territory
strong levels of interaction functional and settlement interconnection
between urban and extra-urban systems, preventing the identification
of a physical limit of the built city, as a clear distinction
between agricultural land and urban land.
Consequently, the territorial planning tools have defined
the boundary of the city with the aim of safeguarding the
connections between urban and extra-urban open spaces, protecting
the identity of the landscape characterized by the continuity
of environmental systems and the permeability between city
and countryside.
THE GREEN AND THE BLUE AREAS IN THE PERUGIA AREA
The green heritage owned by the Municipality of Perugia amounts
to approx. 9,753,048 to which the green of owned by other
bodies per square meter. 1,399,649 with a total of public
green areas of approx. 11,152,697 which corresponds to an
availability of public green equal to 66.63 m2 / inhabitant
which, compared to the national average value of 31.7 m2 /
inhabitant, confirms the high level of public green areas
in the city of Perugia (ISTAT data).
The maintenance of the public green is carried out through
the Regional Forest Agency which must guarantee the quality
standard of the green in reference to the safety and better
use of citizens.
The management of the green areas entrusted to the Associations
is carried out by them, on the basis of specifications conventions
that define maintenance interventions and related quality
standards.
The quality of the green is monitored by the Municipality
through the verification of technical-agronomic indicators
and through initiatives aimed at measuring the degree of user
satisfaction, as well as through the actions of monitoring
foreseen by specific LIFE projects (U-SAVERED, NUTLIFE, CLIVUT).
The Census of public green areas available via web, provides
accurate information on the possibilities of using public
green areas.
The accessibility to green areas is guaranteed by the presence
of suitable paths that, along with the regulations on the
removal of architectural barriers, allow access also to children,
elderly and disabled people; in the green areas it is allowed
to carry out recreational, social and sporting activities,
in compliance with specific destinations.
The high availability of green areas is well evidenced by
the relationship with the population, equal to 66.63 square
meters of public green / inhabitant.
In order to expand the possibilities of using urban green,
the Municipality of Perugia has always been committed to diversifying
the green areas by assigning specific functions consistent
with the natural vocations of the areas and contexts in which
they were inserted and adapted to the needs of the reference
communities.
In 2016 the Municipality of Perugia drew up the "Census of
urban green areas" through georeferenced mapping of public
green areas including information on the presence of plant
species and infrastructural equipment.
Each area was surveyed on GIS basis, geo-referenced, measured
and catalogued according to cadastral and territorial data,
type of area, type of maintenance, differentiated management
and accessibility.
All the collected data have been inserted in the SIT - Territorial
Information System of the Municipality of Perugia to be consulted
by the citizens.
In the same period, the Municipality carried out the “Census
of tree specimens” present in urban green areas, in road rows,
in parks and gardens.
The "2014-2018 Arboreal Budget" published by the Municipality
of Perugia in compliance with national legislation, certifies
that the municipal arboreal heritage as of 31.12.2018 is made
up of n. 48,162 arboreal specimens.
At the same time, the “Census of the monumental trees of the
city” has been elaborated allowed to identify n. 103 tree
specimens having the monumental characteristics defined by
the sector regulations.
In line with the provisions of the "National Strategy for
Sustainable Development", Perugia is committed to strengthen
its green / blue infrastructure, supporting the diversification
and development of urban areas in implementation of the provisions
of the new PRG and based on the affirmation of a widespread
culture of "Urban resilience".
ECOLOGICAL CORRIDORS IN THE NATURAL ECOSYSTEM
Considering the high consistency of the municipal green heritage,
Perugia is mainly engaged in interventions of improvement
and enhancement of green areas through the implementation
of a general strategy of integrated projects operating on
the various urban open spaces, which will contribute to the
enhancement of the ecological functions of the municipal green
infrastructure in connection with the RERU and with the high
naturalistic-environmental heritage present.
The strategy should favor the connections of the environmental
corridors, strengthening the links between green spaces and
ensuring the integration and continuity of the territorial
areas and their specific functions and should promote and
strengthen the creation of tangible and intangible relationships
between the urban green system of internal proximity to the
built-up centers and the agricultural and natural system of
the territory, increasing the permeability and usability of
the green infrastructure and arriving at the further overall
improvement of the Perugia urban landscape.
The strategy should foster the connections of ecological corridors,
strengthening the connections between green spaces and ensuring
the integration and continuity of territorial areas and their
specific functions, and should promote and strengthen the
creation of tangible and intangible relationships between
the urban green system of urban proximity within the towns
and cities and the agricultural and natural system of the
territory, increasing the permeability and usability of green
infrastructure and reaching the overall improvement of the
urban landscape of Perugia.
In order to improve the quality of green areas and contain
the related costs, the Municipality of Perugia will work for
the global service of the management and maintenance of public
parks, identifying specific monitoring plans and performance
quality indexes also through consequent actions of the implementation
of the LIFE - CLIVUT project.
CLIMATE
Climate change: Mitigation
The accession of Italy to the Paris Agreement has also committed
the city of Perugia to implement policies of decarbonization
in all sectors of the economy, with the definition of a "system"
to support the transition to a low-carbon economy, capable
of strengthening resilience and reducing vulnerability to
climate change and which, in line with international and European
objectives, is based on the use of sustainable and efficient
technologies.
Strengthening this commitment, in March 2019 Perugia decided
to join the “Covenant of Mayors for the climate and energy
"as a fundamental tool to achieve its ambitions in terms of
mitigation and adaptation to climate change, through the definition
of a specific "Sustainable Energy and Climate Action Plan"
that allows the achievement of GHG emission reduction targets
of at least 40% by 2030.
Climate Change: Adaptation
Adaptation strategies aim to reduce people's exposure to environmental
and human risk factors and to ensure effective and timely
operations in the event of natural disasters.
In line with the purposes of the new Civil Protection Code
(Legislative Decree n.1 / 2018), which makes express reference
to the concept of "community resilience", the municipal administration
has been carrying out a preventive activity aimed at strengthen
the adaptation capacity of the territory, with the direct
involvement of the population. The Municipality has also joined
the “My City is getting ready” project and has completed the
National Civil Service project on resilience to hydraulic
risk along the Tiber River, involving local schools. It also
signed the 2010-2015 World Campaign, promoted by UNISDR for
the reduction of natural disasters.
The municipal group of civil protection volunteers is active
and educational meetings are constantly held in schools.
In the Single Programming Document (DUP 2019-2021), activities
aimed at promotion and communication, improvement of environmental
quality and sustainable development; in particular, a special
Area has been set up within the municipal organization that
works to protect the multiple landscape-environmental resources
and guarantees, also through participatory processes, the
involvement of citizens and stakeholders in the definition
of choices aimed at enhancing the landscape and improving
urban quality.
The same Area is directly responsible for the development
of studies aimed at knowledge and the maintenance of environmental
balance and the promotion of sustainable development.
Parco Chico Mendez - Urban park
The Chico Mendez park is an urban park, with 14 hectares,
in the east side of Perugia, characterized by different tree
species such as:
- Populus nigra Italica;
- Cupressus sempervirens;
- Aesculus hippocastanum
Frontone - Historic Garden
The Frontone is a historical park dating back to 1700, with
1 hectar, the present conformation was obtained from a meadow
that was previously there, today as well as then there are
above all trees of Quercus ilex, trees of Aesculus hyppocastanum
and shrubs of Viburnum tinus and Laurus nobilis.
The area where this stands historical park was a necropolis
in Etruscan times, its particular shape recalls that of a
gallop, or a large amphitheater.
Verbanella - Equipped Park
The “Verbanella” park, with 2.6 hectares, built during the
70s in an area located on different altitudes and it is characterized
by a recreation ground and an outdoor theatre. The flora of
the park is varied and basically Mediterranean.
Barton park - Private Park for Public Use
Barton Park is a private park, with 2.4 hectares, for public
use designed in order to combine nature and technological
innovation. In the park there are all native species, including:
- Pinus Pinea;
- Carpinus Betulus;
- Morus platanifolia;
- Robinia pseudoacacia.
Brocani - Nursery
Brocani nursery, with 1,76 Hectares, is located in the east
area of Perugia and it is surrounded by extended green areas.
Lungo Tevere - Nature Trail
Along an Umbrian stretch of the Tiber river it is possible
to go for a walk alongside the beautiful itinerary that extends
for about 10 km on the left bank of the river. It is a relaxing,
almost flat walk and almost entirely in the shade of tall
poplars, willows and black alders.
Percorso Stradale - Green Road
The ancient Perugia tram line started from Fontivegge station
ending in the city center. Currently the route is characterized
by tree avenues with more than 400 plants, such as Tilia cordata,
Quercus ilex, Celtis australis e Ligustrum japonicum.
Cimitero monumentale - Cemetery
The Cemetery is a monumental area of artistic value, bound
to MiBACT. The flora of this area is typical of sacred place,
so evergreen.
Ingegneria - School Green
The school green area of the Engineering department is located
in the east part of the city. Here, we find out amore than
200 tree species, such us Quercus ilex, Olea europaea, Tilia
platyphyllos e Celtis australis.
Orto Medievale - Botanical Garden
The Medieval garden is located within the complex of San Pietro
and was originally used as a vegetable garden by the Benedictine
monks. The placement of some plants was created to evoke myths
and concepts typical of the medieval age.
